Reset / Reinstall Failue

My Surface Pro on W10 insider 16170 has start up issues causing a restart loop with errors such as ‘system thread exception not handled’ or ‘kernel security check failure’. I search the community and the advice is to reset / reinstall W10.

I’ve tried various resets and inc. using the media creation tool on another PC to create a USB. All start ok but then about half way through I get a generic message saying it failed/couldn’t be completed with an option to restart or select another startup/reinstallation method.

When I am able to log in to windows I’ve tried updating my version of windows but I get the following Some update files are missing or have problems. We’ll try to download the update again later. Error code: (0x80070003).
