Are cleaning programs safe to use or not?

I downloaded 3 cleaning programs and I wanted to ask if they’re safe to use or not.

Here’s some details about them :-

1-Click Cleaner (Included with Windows 10 Manager) : This cleaning program deletes junk files and folders and it also removes invalid registries.

GlaryUtilities Pro
Cleans registries and fixes shortcuts and erases tracks and cleans system from temporary files.

AVG PC TuneUp : Fixes registries and broken shortcuts.

So, I wanted to ask if they’re safe to use or not. 
If  they’re not safe to use, why?

Solution

Registry cleaners are not necessary because the Windows registry doesn't need to be cleaned, ever.  There might be times when individual entries might need to be edited or removed, but that should never be done in an automated fashion or by someone who doesn't know what he's doing.  There is a very real possibility that using a registry cleaner will result in necessary entries being removed or altered, resulting in an computer that won't boot.
